PHY和PLL是abut在一起的，PLL的pllout_x1/pllout_x4x2直接进PHY，需要设置dont_touch，dont route。删掉多余的buffer后在ICC2中补设如下：

# set dont touch
set_dont_touch [get_nets -of [get_flat_pins -hier */ctl_clk ] ]
# set dont route. When physical status is locked, the nets will not be routed.
set_attribute -objects [get_nets -of [get_flat_pins -hier */ctl_clk ] ] -name physical_status -value locked
